Why 2.98% and not more?

Districts may raise council tax by £5 or 2.99% (whichever is higher) without a referendum. EEBC chose 2.98% for rounding, adding £6.93 a year or about 13p a week at Band D.

A freeze would have cost the council £291,226 every year going forward, with no compensating government support.

CPI inflation was 3.8% in September 2025, so this is a below inflation rise in real terms.

Changes approved with the 2026/27 budget

From 1 April 2026

Empty homes premium

Council approved changes to how council tax is charged on long term empty properties (Appendix 13 of the Budget Report). Owners of empty homes should check their bill.

From 1 April 2027

Second homes premium

A second homes policy takes effect on vesting day, so it will be administered by East Surrey Council rather than EEBC.

From April 2027

Who bills you next year

East Surrey Council becomes the billing authority. The shadow authority elected on 7 May 2026 sets the 2027/28 council tax for the whole of east Surrey.
