Why Does It Keep Rising?

Rising social care costs

Adult and children's social care — funded through Surrey CC — is the single biggest driver, growing well ahead of inflation.

Reduced central government grants

Councils have received less per-capita grant funding year-on-year since 2010, shifting the burden to local taxpayers.

Inflation

Higher costs for fuel, utilities, staff wages, and contracted services all feed through to council costs.

Housing & homelessness pressures

Temporary accommodation costs have risen significantly as private rents increase and housing supply remains tight.
